CEQA & NEPA 
Helping clients with CEQA & NEPA checklists, guidelines, exemptions, document processing

 

We specialize in complex CEQA
projects such as the new Carlsbad
seawater desalination plant (simulation center right), the largest facility in the Western Hemisphere now under construction.

Our environmental planning analysts have prepared documentation for the California Environmental Quality Act (CEQA) on more than 1,300 projects for private and public clients throughout California. When the projects required, we also prepared documentation to comply with  the National Environmental Policy Act (NEPA).

We  perform the full range of CEQA& NEPA compliance services including:
  • Determining a specific project's requirmenent for CEQA and NEPA compliance and guiding clients through the CEQA and NEPA checklists
  • Evaluating potential for CEQA exemptions
  • Managing the entire CEQA and NEPA process, including public notices, participating in public hearings, public and developing effective, legally-defensible CEQA and NEPA documentation

Our staff is experienced in conducting comprehensive analysis of environmental issues, producing high-quality documents and synthesizing information developed by technical specialists.

We have in-house technical specialists to manage the many technical aspects on a CEQA checklist, including  land use planning and coastal zone consistency, biological and cultural resources, acoustical, air quality, aesthetics and visual simulations, socioeconomics, hydrology, geology, hazardous materials and Geographic Information Systems (GIS).

CEQA & NEPA PROJECTS

  • 4S Kelwood/4S Ranch Development, City of San Diego,
    Prepared an CEQA documentation and conducted biological studies for a new 5,365 home community’s specific plan. The development near Rancho Bernardo also included schools, 1,280 acres of commercial space, community parks, a recycled water treatment facility and 1,600 acres of preserved natural open space.
  • Rancho Santa Fe Road Widening, City of Carlsbad 
    Prepared CEQA & NEPA documentation and related technical studies for a major roadway’s widening and realignment. Dudek provided an addendum EIR under CEQA, an EA under NEPA and technical studies in accordance with the Federal Highway Administration NEPA regulations as well as processed resource agency permits.
  • Chula Vista Bayfront Master Plan, San Diego Unified Port District
    Prepared large-scale program and project level EIR in support of the Chula Vista Bayfront Master Plan (CVBMP), a 562-acre redevelopment project located along the Chula Vista bayfront. Dudek coordinated with the port, city, California Coastal Commission and other regulatory agencies to identify and mitigate impacts on a variety of issues.
  • Bacara Resort, City of Goleta
    Provided extension-of-staff services for CEQA environmental planning documentation processing in support of Bacara Resort’s rehabilitation and expansion.
  • Kaiser Medical Center, City of Fontana
    Prepared and processed a CEQA initial study and mitigated negative declaration for the replacement of Fontana’s Kaiser Medical Center. Dudek conducted numerous studies and prepared six photographic simulations of the proposed hospital expansion.
