Right-of-Way Management & Acquisition

Linear projects are complex in that they traverse multiple tracks and parcels as they are constructed, commonly have easement, land acquisition and eminent domain requirements, and require unobstructed access during and after construction.

Dudek’s right-of-way (ROW) specialists help public agencies, utilities, energy companies, and large private landowners manage, maintain, acquire, and process encroachments. They have the precise expertise required to acquire and negotiate site-specific easements, create agency-wide GIS-based mapping and document retrieval systems, and assist in-house ROW departments as an extension-of-staff. Additionally, our team is experienced with inter-departmental tracking and processing of easement encroachment issues as well as collateral agency negotiations, public education and public interaction.

Services include:
  • Document management, control & retrieval implementation
  • Easement document & policy manual preparation and interpretation
  • Land acquisition & eminent domain
  • Linear project planning & alignment studies
  • Phase I & II environmental site assessments
  • Plan review, permit & agreement processing
  • Pipeline loading & structural review and assessments
  • Relocation assistance
  • ROW clearing & maintenance
  • ROW security & access planning, design and implementation
  • Unauthorized encroachment assessment, monitoring & removal

Projects include:

  • San Diego County Water Authority
As an extension-of-staff, Dudek helps the water authority maintain their rights-of-way, protect against encroachments and obtain easements.
  • City of Coachella
Designed a new five-mile sewer interceptor and obtained necessary permits and approvals from Caltrans and the Santa Fe Pacific Railroad to cross their rights-of-way.
  • City of Chula Vista
Obtained easements in support of a 15-mile sewer pipeline’s construction. Dudek developed a trenchless design installation that minimized impacts to a nature preserve residing within the project’s alignment.
