Western Riverside County Multiple Species Habitat Conservation Plan

Challenge: Rapid urbanization in western Riverside County was threatening natural habitat and species in a wide swath of land. A variety of governmental and private stakeholders wanted to develop an environmental plan to ensure the region’s economic viability and biodiversity would co-exist.

Project Scope: Dudek was hired to lead the preparation of the Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP) encompassing an area of 1.26 million acres with 146 species and three watersheds. The complex plan required close coordination with the county, 14 cities, local agencies and nonprofit entities.

Resolution: Adopted in 2003, the MHSCP developed by Dudek is the largest such plan in the nation. Dudek is now assisting Riverside County with plan implementation, which includes application review, coordination, and applicant meetings.

The MSHCP Plan Area was a component of the three-tiered Riverside County Integrated Project (RCIP). During MSHCP development, Dudek led consensus building for preserving natural habitats and species. The firm led numerous public meetings and served as the lay consultant providing support to the board of supervisors-appointed MSHCP Advisory Committee and to Policy and Integration Subcommittees established during the RCIP process. Dudek also supported the County’s RCIP Steering Committee, the Western Riverside Council of Governments Executive Committee, and City Planning Directors involved in reviewing the overall RCIP.
