Ensuring Environmental Compliance for Complex Energy Projects

Challenge: The California Public Utilities Commission (CPUC) needed cost-effective environmental management of its transmission line and substation projects.

Project Scope: Dudek was hired to provide a range of environmental services within the SDG&E service area on an as-needed basis.


Resolution: With in-house capabilities to provide the full range of required environmental services, Dudek conducts the following for the CPUC:
  • Review proponent’s environmental assessment (PEA)
  • Prepare and process environmental documentation including project scoping, draft and final document preparation, and notice consistency with CEQA and CPUC requirements
  • Research any related studies necessary to complete appropriate CEQA documents
  • Participate in necessary meetings and public hearings
  • Prepare and implement mitigation monitoring plans

In one project involving a 30 mile interconnection between SDGE’s existing 230kV transmission system in San Diego County and SCE’s existing 500kV transmission system in Riverside County, Dudek:

  • Ensured compliance with CPUC certificate of public convenience and necessity
  • Prepared documentation in compliance with CEQA/NEPA
  • Evaluated over 45 alternatives consisting of alternative system voltages, system designs and over 1,000 miles of routing options in San Diego, Imperial, Orange and Riverside Counties
  • Developed a GIS database consisting of over 300 digital data layers to depict the proposed alternatives and their supporting base information
