As part of the project’s wetlands mitigation requirements, NCTD proposed to create and enhance 25 acres of wetlands – 20 on-site acres in the City of Oceanside and five off-site acres within the County of San Diego. Dudek prepared wetland mitigation plans that considered hydrologic requirements for successful habitat restoration as well as adjacent residential land uses. Dudek designed appropriate habitat restoration measures into the project, which are intended to preserve existing property improvements while protecting and enhancing ecosystem functions and values.
