Ensuring School Modifications Comply with Environmental Regulations

Challenge: Poway Unified School District (PUSD) needed to examine the potential environmental impacts of several major changes to its schools.

Project Scope: Dudek prepared mitigated negative declarations (MND), amended an environmental impact report, drafted a biological resources technical report and noise study, and prepared notices of exemption.

Resolution: With complex projects planned throughout the district, PUSD turned to Dudek to examine the impacts and feasibility of the proposed projects by:

Preparing an MND to address major issues such as noise, traffic and hazardous waste that may result from the construction of a new elementary school.
Assisting with an addendum to a final environmental impact report, which discussed biological resources, hazards/hazardous materials, noise and local traffic/access associated with the relocation of a proposed middle school.
Preparing an MND to address biological resources, hydrology/water quality, traffic circulation and noise for the construction of a new middle school.
Developing a biological resources technical report and noise study to support an MND for a new elementary school. Dudek also obtained resource agency permits, conducted a delineation of wetlands and other “waters of the United States" under the jurisdiction of various regulatory agencies, and prepared and processed permit applications.
Drafting Notices of Exemption for three existing schools, which the district proposed to expand, modernize and renovate.
Assisting in the preparation of an MND that examined biological resources, land use, lighting, traffic circulation, noise and cultural resources that may result from the construction of a proposed high school. Dudek performed wetland delineation and prepared and processed permit applications. Additionally, Dudek helped with community outreach efforts, which included preparing and distributed appropriate public notices per CEQA.
