Managing Resources in Proposed Master-Planned Community

Challenge: Developing a 23,000 acre new community, The Otay Ranch Company needed to effectively balance the land’s resources with the community’s needs.

Project Scope: Dudek prepared a resource management plan as well as designed and directed the development and restoration of a 12,000 acre preserve.

Resolution: In the initial phase of the project, Dudek prepared a management plan that addressed the conservation and management of sensitive biological, cultural, floodplain and landform resources within south San Diego County’s 23,000 acre Otay Ranch. The result is an approximate 12,000 acres will be preserved as natural open space in a configuration contributing to regional conservation goals.

To support the preserve, Dudek designed and directed habitat management strategies for native vegetation communities. The firm also assembled a geographical information system (GIS) database to assist in tracking preserve assembly and monitoring. The final plan enables landowners to cost-effectively manage a large mitigation obligation while maximizing ecological benefits.
