Balancing Urbanization and Open Space

Challenge: Faced with balancing urbanization with its legacy of land stewardship, Rancho Mission Viejo Company needed an environmentally-conscious plan to address the community’s needs as well as regulatory requirements.

Project Scope: Dudek provided conservation planning services for a Natural Community Conservation Program (NCCP) in a 130,000 acre region of southern Orange County.

Resolution: In support of the effort, Dudek was the primary conservation planning and environmental consultant for NCCP, environmental impact report (EIR) and environmental impact statement (EIS) preparation. Key aspects of the planning process included compliance with reserve design goals and objectives established by the state NCCP guidelines as well as development of species conservation strategies and an adaptive management plan. In the EIR/EIS, Dudek addressed:

  • The issuance of a section 10(a)(1)(B) permit by the U.S. Fish and Wildlife Service
  • The issuance of a management authorization under the NCCP Act by the state
  • Local approvals of the NCCP by the affected jurisdictions
  • Major environmental impacts such as land use, biological resources, traffic circulation, public services and facilities, and population/housing

Rancho Mission Viejo Company plans to maintain its ranching heritage as well as provide the region with open space that will conserve biological resources for generations to come.
