Deadlines Loom for EPA Stage 2 Compliance
The clock has started ticking for water agencies to comply with the EPA’s Stage 2 Disinfectant and Disinfection Byproducts Rule (D/DBP).

The law has significant impact on agencies that distribute water or add a disinfectant other than UV. Some deadlines have passed and others are quickly approaching to submit an Initial Distribution System Evaluation (IDSE) plan to the USEPA.

Agencies must complete an IDSE to determine new disinfection byproduct (DBP) monitoring sites and prove the new monitoring sites represent areas with the highest potential for TTHM or HAA5 formation. The rule also changes how DBPs are reported.

The EPA rules and initial evaluation can be overwhelming with many agencies asking:
  • What are the deadlines for complying with the IDSE and the Stage 2 Rule?
  • Which IDSE method is best for my system? Am I ready to prepare and submit an IDSE plan to the state or USEPA?
  • Can I complete the IDSE method that is best for my system?
  • Do I know the requirements for preparing and submitting the final IDSE report?
  • What happens if the IDSE results indicate that we cannot comply with the Stage 2 Rule?
